SECTION 4 <br />AX0622181133PDX 4-1 <br />Site Screening and Selection Process <br />Kittitas County implemented a step-by-step siting process to identify and select preferred sites for the <br />new transfer station. The County worked with consultants CH2M and EnviroIssues to perform <br />engineering and analyses and to engage and coordinate with the community throughout the siting <br />process. Community input and transfer station design and siting parameters were considered during the <br />development of siting criteria. <br />Once siting criteria and measurement scales were established, potential sites were filtered through the <br />sequential site screening process. Each stage of the screening process refined both siting criteria and the <br />list of potential sites. Conclusively, the screening process resulted in a list of three potential sites <br />meeting developed technical and community criteria. <br />4.1 Site Screening and Selection <br />Process Overview <br />The step-by-step siting process included the following <br />sequential stages (as summarized on Figure 4-1 and further <br />detailed in Sections 4.2 through 4.4): <br />1. Identify List of Potential Sites Using Initial Siting Criteria <br />• Identified potential sites using the initial siting criteria <br />(over 60 potential sites identified). <br />• Obtained community feedback on siting criteria and <br />revised preliminary screening criteria and secondary <br />siting criteria. <br />2. Conduct Preliminary Site Screening <br />• Applied revised preliminary screening criteria to the 60 <br />potential sites (reduced the list to 32 potential sites). <br />3. Conduct Secondary Site Screening <br />• Conducted Step 1 of secondary site screening using <br />revised secondary siting criteria (reduced the list to 11 <br />potential sites). <br />• Reviewed list of 11 potential sites with representatives <br />from the City and County. Using updated City/County <br />zoning, land-use discussion, and urban growth area <br />information, further refined the list to three potential <br />sites. <br />• Prepared conceptual layouts and rough-order-of- <br />magnitude cost estimates for the three potential sites. <br />• Consulted with the community on the three sites, <br />conducted further research and technical review, removed one site, and added another site. <br />• Prepared conceptual layout and rough-order-of-magnitude cost estimate for new site. <br /> <br />Figure 4-1.
