ESA Scope of Work <br />Bowers Field Environmental Assessment -Environmental Services <br />June 2018 <br />Assumptions <br />The cost estimate was developed with the following assumptions: <br />• The direct study area is defined in the scope of work as the "area which encompasses the entire <br />construction footprint for airport improvements associated with the projects" and is shown in red <br />on the exhibit provided by Century West. This includes two rectangular areas identified for <br />hangar taxilane construction located south of Runway 7-25 and the three rectangular boxes drawn <br />around the two runways (7-25 and 11-29) and proposed taxiway (Taxiway F). <br />• The total direct study area is approximately 137.7 acres including developed runways and <br />taxiways. <br />• Field work will be conducted using a two-person crew for four field days. <br />• Field work will require three overnight stays near the airport. <br />• ESA will flag wetland boundaries in the field using a combination ofribbon and pin flags. <br />• ESA will record flag locations with a GPS unit equipped with external antennae. ESA will not <br />conduct a professional survey of flag locations. If a formal survey is required, then this would <br />need to be done by a professional land surveyor. <br />• ESA will complete wetland rating forms per Ecology's Wetland Rating System for Eastern <br />Washington (2014 Update) to support state and local permitting. <br />• ESA assumes that Century West will prepare the EA and is responsible for coordinating and <br />delivering the appropriate information to the Airport and FAA per the project schedule. <br />• ESA's work on Tasks 4.3 (Prepare Draft EA) and 4.6 (Response to Comments) will cover only <br />the EA sections assigned to ESA, which includes Air Quality, Biotic Resources, Federally Listed <br />Endangered and Threatened Species, Greenhouse Gas (GHG) Emissions/Climate, Water Quality, <br />and Wetlands. <br />• ESA assumes that all comments on work products will be delivered in a single, consolidated set, <br />and will be provided in a timely fashion. <br />8
