State o f Washington Department of Eco logy <br />Agreement No: W2RLSWFA-17 I 9-KiCPHD-00022 <br />Project Title : 2017-19 LSWFA Kittitas Co SWE <br />Recipient Name: KITT IT AS COUNTY PUBLIC HEAL TH <br />1) Staff salaries and benefits: <br />• Investigation of olid waste related complaints or concerns, and follow up including enforcement. <br />• Technical assistance and education for proper handling and disposal of solid waste. <br />• Research in emerging solid waste issues and training for solid waste inspectors. <br />2) Purchases : <br />• Vehicle use . <br />• Office supplies (to the extent not covered in the overhead). <br />• Tools/supplies. <br />• Educational materials with ECOLOGY prior approval. <br />RECIPIENT staff may participate in trainings, workshops, and or affiliations in order to stay current with emerging <br />solid waste issues. The cost of memberships in civic, business, technical and professional organizations are allowed to <br />the extent they are covered in the indirect rate. RECIPIENT may direct bill for memberships pre-approved by <br />ECOLOGY, when indirect is not charged to the Task. <br />Ordinance development necessary to comply with chapter 173-350 WAC, including travel to attend Ecology sponsored <br />trainings, are eligible costs for reimbursement under this Agreement. <br />Task Goal Statement: <br />The goal of this task is to protect human health and the environment by preventing violations in the first place. <br />RECIPIENT expects to reach this goal by providing technical assistance and education, by monitoring for compliance <br />with state and local solid waste regulations , and by enforcing upon those in non-compliance when necessary. <br />Tas k Expe.c te d O utcome : <br />RECIPIENT will complete at least one inspection per calendar year at each permitted solid waste facility or site . <br />RE CIPIENT will track facilities/sites monitored and include the information in quarterly progress reports, including <br />uploading a copy of inspection reports conducted in the quarter. RECIPIENT will file all issued permits as prescribed <br />herein. <br />RECIPIENT expects to conduct 50 solid waste facility inspections , issue 9 annual solid waste permits, and receive <br />20-30 solid waste complaints with 95% of total complaints resolved, with general technical assistance, and customer <br />services to over 500 individuals over the course of the grant. <br />Re cipient Tas k Co ordinator: Tristen Lamb <br />Solid Waste Enforcement <br />Deliverables <br />Number Description Due Date <br />Page 6 of 18 <br />1.1 Work as described in the Scope of Work for this Agreement is 06/30/2019 <br />implemented <br />Version I 0/30/2015
