<br />The purpose of the FFY 2015 Homeland Security Grant Program ( 15HSGP) is to support state and local afforts to prevent terrorism 311d :,iher
<br />catastrophic events and to prepare the Nation for threats and hazards that pose the greatest risk to the security of the United States t5HSGP
<br />provides funding io implement investments that build, sustain, and deliver the core capabilities essential to achieving the National Preparedness
<br />Goar of a secure and resilient Nation. The building, sustainment, and deliver/ of these core capabilities are not exclusive to aJ1Y single level of
<br />government, organization, or community. but rather, require the combined effort of the whole community. 15HSGP supports core capabiHlies across
<br />the five mission areas of Prevention, Protection, Mitigation, Response, and Recovery based on allowable costs . HSGP is comprised of three
<br />interconnected grant programs: Siata Homeland Securit,J Program (SHSP), Urban Areas Security Initiative (UASI), and Operation Stonegarden
<br />(OPSG). Together, these grant programs Fund a range of preparedness activities, including planning, organization, equipment, training;. exercises,
<br />and management and administration.
<br />The Department is the Recipient and Pass-through Entity of tt,e 15HSGP Award, which is incorporated in and attached hereto as Attachment. #1,
<br />and has made a subaward of Funds to the Subrecipient pursuant to !his Agreement. The Subrecipient is accountable to the Department for use of
<br />Federal award funds provided under this Agreement The Suibrecipient:s preparedness activities (scope), tlmeline (schedule) and budget for the
<br />subaward are detailed in Exhibits C, D, and E. Highlighted information in Exhibit C, Work Plan/Approved Projects, denote project scope. that needs
