Exhibit C <br />WORK PLAN/APPROVED PROJECTS <br />2015 Homeland Security Grant (HSGP) <br />State Homeland Secu rity Program (SHSP) <br />Agency: KITTlT AS COUNTY SHERIFF'S OFFICE <br />As the Pass-through Entity (PTE). the Washington State Military Department (WMD) Emergency Management Di v ision 's <br />(EMO ) Preparedness Grants Section (PGS), referenced as the Department. is responsible for ensuring federal funding is <br />expended and programs imp lemented in fu ll accordance with governing law and regula tions . Eig hty-percent of the state's <br />award is allocated to local and tr ibal units of government in accordance w ith Federal guidelines . Washington State is <br />divided into nine Homeland Security Regions . Funding is allocated to the Regions according to a county base, population , <br />and population density funding formula . The remaining twenty percent is allocated to state agencies using a sustainment <br />funding model , <br />Region 7 is faces the risks related to the acts of terrorism and the use of force, or violence against persons, property, and <br />government. Region 7 is vulnerable to wildland fire, landslides , floods, winter storms, windstorms , earthquakes, pandemic <br />incidents , and the human caused acts of terrorism directed towards hydroelectric facilities, transportation, public events, <br />and industry . R isks are the expected negative impact of an adverse incident (whe ther the resul t s of terrorism or natural <br />hazard) considering the magnitude of its impact. Homeland Security Grant Funding will susta in capabilities with a <br />functional regional emergency management programs . This investment enhances the planning , training , exercise , and <br />response of the reg ional responders and volunteers . <br />Region 7 will achieve a disaster resilient region through this investment by working to review and update CEMP /EOP /SOP <br />to correlate with the core capabilities, THIRA. SPR, and CPG 101 v2 . Defined guidelines will be restructured with additional <br />planning relating to threat assessment and mitigation specific to rural response areas within Reg ion 7. Region 7 will ensure <br />all plans are current, representative of the "whole community". Public outreach for enhanced community preparedness <br />through recruitment and training of volunteers will occur to increase the level of education of citizens on risks and alert <br />systems. Region 7 will work to strengthen the Chemical , Biological, Radiological, Nuclear, and Explosive (CBRNE) <br />detection, response, and decontamination capabilities <br />Region 7 is composed of Chelan, Douglas , Grant, and Okanogan Counties . The responsibility of the Region 7 Homeland <br />Security Coordinating Office and po int of contact for the Region 7 In v es tment is rotated with ea c h county serving in turn . <br />Region 7 submitted an Investment as part of the Washington Sta te FY15 SHSP Investment Justification . Kittitas County is <br />responsible for the following projects approved as a part of the regional Investment. <br />PROJECT #1 Emergency Management Storage Unit I $6,4ao <br />DESCRIPTION : Kittitas County Emergency Management rents a storage unit behind the office to store emergency <br />management equipment to include , generators , mobile lights, Mobile EOC, etc. <br />PROJECT #2 SWAT Team Training/ Emergency Management Training I 6 ,000 <br />This training is for the Kittitas County Special Response Team, KCSRT is a multi-regional team. <br />DESCRIPTION: The training is sponsored by the Washington State Tactical Officers Association. The EM training <br />is to cover travel for the annual WASEMA conference. <br />PROJECT #3 Courthouse security '. $28,848 <br />The Kittitas County Courthouse houses the Auditor, Assessor, Board of County Commissioners, <br />DESCRIPTION: Treasurer, County IT and the Courts. The doors are controlled by proxy cards. The cards have a <br />picture ID and must be worn by staff at all times. This project would upgrade the door lock to <br />exterior doors having proxy card door locks . <br />PROJECT #4 SWAT team medical kit/ AED pads \ $1,600 I <br />The Kittltas County Special Response Team is in need of a battlefield expedient medical kit to help <br />DESCRlPTION: trauma patients in the field before victims can be extracted via ems . Kittitas County is also in need <br />of bulk Automatic External Defibrillator pads .
