34.1.1.7 GPO 8.5 In order to protect and preserve Resource Lands, non-resource development <br />and activities on adjacent Rural lands shall require preservation of adjacent vegetation, <br />existing landforms (e.g. ravines) or use of other methods that provide functional <br />separation from the resource land use. <br />As proposed, the project is consistent with this GPO. The northern part of the property <br />bordering the Commercial Forest in the Rural Resource Land Use Designation will be <br />kept primarily in its natural vegetative state. <br />34 .1.1. 8 GPO 8 .5 6 Developments located for commercial, residential/recreational purposes, <br />such as Master Planned Resorts or Planned Unit Developments, shall have adequate <br />water, septic and public facilities to service such development without over-burdening <br />the County public services . <br />Conditional upon fair share payments as part of a Development Agreement, the <br />proposal is consistent with this GPO . <br />34.1. l .9 GPO 8.8 A certain level of mixed uses in rural areas and rural service centers is <br />acceptable and may include limited commercial, service, and rural industrial uses . <br />The mixed uses of residential, commercial, and recreation are consistent with this GPO. <br />34.2 KCC 17.98.020(6)(b): <br />This provision has been met because the proposed amendment bears a substantial relation to the <br />public health, safety or welfare because the planned unit development is consistent with the zoning <br />and comprehensive plan designations for this area. Substantial evidence is set forth within the <br />environmental impact statement demonstrating the public benefits of this development, including <br />improved infrastructure, roadways and financial contributions to the school system. The <br />development has positive impacts on the airport safety zone. Level of service on various <br />roadways will be improved. The development agreement associated with this project is intended <br />to require the applicant to provide many improvements to the roads and schools in the area. <br />34.3 KCC 17.98.020(6)(c): <br />This provision has been met because the proposed amendment has merit and value for Kittitas <br />County or a sub-area of the county because of those reasons set forth in 34.2 above. This area is a <br />prime area for residential development. The PUD zoning designation will allow flexibility and <br />creativity to maximize the benefits to Kittitas County and to neighboring residents. <br />34.4 KCC 17.98.020(6)(d): <br />This provision has been met because the proposed amendment is appropriate because of changed <br />circumstances or because of a need for additional property in the proposed zone or because the <br />proposed zone is appropriate for reasonable development of the subject property because the <br />20
