Kittitas County Lodging Tax Grant Program for Tourism-Related, <br />Large-Scale Municipality-Owned Capital Projects <br />Technical Review Team (TRT) Initial Project Evaluation Form <br />Intent and Use <br />The intent of this form is to efficiently implement and manage the four-step review process. After the <br />placement of a project on the Capital Improvement Plan (CIP) by the Board of County Commissioners <br />(BOCC) as a result of a recommendation by the Lodging Tax Advisory Committee (LTAC), the TRT will <br />review and evaluation each project for placement in the four-step process. The decision of the TRT will <br />be included in this form and then forwarded to the LTAC for review and decision. If the LTAC does not <br />agree with the TRT, a joint meeting will be held to further discuss the project and its placement in the <br />four-step process in order to reach agreement. Once the TRT and the LTAC agree, a recommendation <br />will be forward to the BOCC for final decision. <br />Applicants will be notified of the BOCC's decision. Applicants will then be required to present a <br />proposed scope of work (SOW) to the LTAC for completing the respective step requirements. The LTAC <br />will submit the SOW to the TRT for review. Applicants may be requested to present the SOW to the TRT <br />in person. <br />Project: Roslyn City Hall, Library and Community Center; 1st Floor Renovation <br />Applicant: City of Roslyn <br />Review Date: 2-12-18 <br />Step Placement Recommendation: Step 2 <br />TRT Discussion/Rationale : There was discussion on feasibility requirements; the historic structure; what <br />pieces of the project would be eligible to be funded with lodging tax funds; operations plan; budget. <br />Also, once a portion of the project is determined to be eligible, how will that portion directly increase <br />tourism? <br />Needed prior to meeting step 2 requirements: <br />1. Maintenance and operations strategy; <br />2. Identification of portion(s) of the project eligible for funding; <br />3. Market/demand analysis; <br />4.
