EXHIBIT "A" <br />SCOPE OF WORK and BUDGET <br />Detailed Scope of Work and Deliverables <br />Trout Unlimited will combine these funds with other funds received from the Washington <br />Department of Ecology to contract with Peter Dykstra of Plauche & Carr LLP, to work with Trout <br />Unlimited, Kittitas County, the Yakima Basin Integrated Plan (YBIP) Implementation and <br />Executive Committees, and the Yakima Basin Conservation Campaign over the term of this <br />agreement to Chair the YBIP Lands Subcommittee, to serve as a strategic advisor to the YBIP <br />Outreach Committee, and to serve as an alternate to Lisa Pelly on the YBIP Workgroup. <br />In conducting this work, Peter and Plauche & Carr LLP will perform the following tasks: <br />1. Serve as Chair of YBIP Lands Subcommittee; <br />2. Coordinate and plan YBIP Land Subcommittee meetings; <br />3. Provide strategic advice to the YBIP Outreach and Education Subcommittee on its <br />efforts to engage all stakeholders, decision makers, and the general public on the <br />Integrated, including developing and updating outreach strategic plan, working with <br />Subcommittee and its communications consultant on communications strategy and <br />messages, and guiding implementation of outreach plan; <br />4. Coordinate and plan outreach meetings for the Outreach Subcommittee and the YBIP <br />Executive and Implementation Committees, and attend meetings when appropriate or <br />necessary; <br />5. Provide strategic advice to the YBIP Workgroup and Executive and Implementation <br />Committees, with a particular emphasis on building public and political support at the <br />local, state, and federal level for the YBIP; <br />6. Serve as liaison to YBIP Workgroup and Executive Committee meetings to ensure all <br />parties to the Integrated Plan are updated on progress on items 1, 2, 3, 4, and 5 above; <br />and <br />7. Other duties related to the YBIP as assigned by Trout Unlimited, Kittitas County, the <br />YBIP Implementation and Executive Committees and the Director of Ecology's Office of <br />Columbia River. <br />EXHIBIT "B" <br />Professional Services Agreement with Trout Unlimited <br />Page 13
