WHEREAS: Due to the fire's location, the geographic expanse, residences on three <br />sides of the fire, and the potential threat to people's lives, on August 29, 2017, the Kittitas <br />County Sheriff s Office has evaluated the situation of the progression of the fire and <br />believes that there will be an imminent threat to people, homes and structures which will <br />inevitably lead to the ordering of a Level 3 evacuation notice to the residences adjacent to <br />Salmon La Sac Road and extending to the residences adjacent to Forest Service 4330; <br />and, <br />WHEREAS: The Director of Emergency Management, Sheriff Gene Dana is <br />recommending that the Board of County Commissioners declare a state of emergency to <br />assist in managing the impacts of the Jolly Mountain Fire; and <br />WHEREAS: This fire is described as active and is threatening highly populated areas <br />in the Salmon La Sac area and the Teanaway area in Kittitas County; and, <br />WHEREAS: The Kittitas County Board of Commissioners have determined that the <br />local resources will be rapidly overwhelmed and a high state of danger to the lives and <br />property of residents of Kittitas County exists, and <br />WHEREAS: The Kittitas County Board of Commissioners determined that additional <br />damage or injury would take place unless further efforts are taken, <br />WHEREAS: The Kittitas County Board of Commissioners has determined there is an <br />emergency present which necessitates declaring a state of emergency, resulting in the <br />activation of the emergency plans and utilization of emergency powers granted pursuant <br />to RCW 38.52 and 36.40.180— Emergencies caused by fires or for the relief of a stricken <br />community overtaken by a calamity, and RCW 36.32.270 and RCW 39.04.280, which <br />allow for competitive bids to be waived in the event of the emergency, and Kittitas <br />County Code, <br />NOW, THEREFORE BE IT RESOLVED: That it is hereby declared that there is an <br />emergency due to the Jolly Mountain Fire in Kittitas County and that the Sheriff's Office, <br />Commissioner's Office, Public Works Department, Community Development Services, <br />Event Center/Fair, Fire Marshal, Human Resources, Treasurer, Auditor and the Public <br />Health Department are authorized to enter into contracts and incur obligations necessary <br />to combat such emergency to protect the health and safety of persons and property, and to <br />provide emergency assistance to the victims of disaster. <br />BE IT FURTHER RESOLVED; <br />The following additional actions are authorized/directed by the Sheriff and other <br />personnel and designated: <br />1. Activation of the Emergency Operation Center; <br />2. Communication of the emergent state to appropriate State and Federal Agencies; <br />
