WHEREAS: Due to the fire's location, the geographic expanse, residences on three sides of the fire, and the potential threat to people's lives, on August 29, 2017, the Kittitas County Sheriff s Office has evaluated the situation of the progression of the fire and believes that there will be an imminent threat to people, homes and structures which will inevitably lead to the ordering of a Level 3 evacuation notice to the residences adjacent to Salmon La Sac Road and extending to the residences adjacent to Forest Service 4330; and, WHEREAS: The Director of Emergency Management, Sheriff Gene Dana is recommending that the Board of County Commissioners declare a state of emergency to assist in managing the impacts of the Jolly Mountain Fire; and WHEREAS: This fire is described as active and is threatening highly populated areas in the Salmon La Sac area and the Teanaway area in Kittitas County; and, WHEREAS: The Kittitas County Board of Commissioners have determined that the local resources will be rapidly overwhelmed and a high state of danger to the lives and property of residents of Kittitas County exists, and WHEREAS: The Kittitas County Board of Commissioners determined that additional damage or injury would take place unless further efforts are taken, WHEREAS: The Kittitas County Board of Commissioners has determined there is an emergency present which necessitates declaring a state of emergency, resulting in the activation of the emergency plans and utilization of emergency powers granted pursuant to RCW 38.52 and 36.40.180— Emergencies caused by fires or for the relief of a stricken community overtaken by a calamity, and RCW 36.32.270 and RCW 39.04.280, which allow for competitive bids to be waived in the event of the emergency, and Kittitas County Code, NOW, THEREFORE BE IT RESOLVED: That it is hereby declared that there is an emergency due to the Jolly Mountain Fire in Kittitas County and that the Sheriff's Office, Commissioner's Office, Public Works Department, Community Development Services, Event Center/Fair, Fire Marshal, Human Resources, Treasurer, Auditor and the Public Health Department are authorized to enter into contracts and incur obligations necessary to combat such emergency to protect the health and safety of persons and property, and to provide emergency assistance to the victims of disaster. BE IT FURTHER RESOLVED; The following additional actions are authorized/directed by the Sheriff and other personnel and designated: 1. Activation of the Emergency Operation Center; 2. Communication of the emergent state to appropriate State and Federal Agencies;
