completing and submitting an application. Appointment shall be <br />for terms of four (4) years. No person may be appointed to more <br />than two (2) such terms within any 10 -year period. Provided, <br />however, the Clerk of the Board of County Commissioners shall by <br />lot establish the initial terms of members on the Advisory <br />Committee so that of the members of the Advisory Committee: <br />a. Three (3) shall be appointed for two (2) years; and <br />b. Four (4) shall be appointed for four (4) year terms. <br />Thereafter, successors to the first members shall be appointed <br />to four (4) year terms. <br />No member of the Advisory Committee may be removed by the county <br />legislative authority during his or her term of office unless <br />for cause of incapacity, incompetence, negligence of duty or <br />malfeasance or for a disqualifying change of residence. Removal <br />will require a majority vote of the Board of County <br />Commissioners. <br />SECTION 3: VACANCIES <br />Upon a vacancy in any position on the Advisory Committee a <br />successor shall be selected and appointed to fill the unexpired <br />term in the same manner as the initial appointment and the <br />appointee shall fill the unexpired term. The selection and <br />appointment shall be concluded within thirty (30) days of the <br />date the position becomes vacant and shall be conducted in the <br />same manner as for the original appointment. <br />SECTION 4: OFFICERS <br />The Advisory Committee shall elect on a bi-annual basis a <br />Chairperson, and Vice -Chairperson. The Chairperson, or in the <br />absence of the Chairperson the Vice -Chairperson, shall preside <br />over all meetings and shall be a voting member of the Advisory <br />Committee. <br />SECTION 5: RULES AND REGULATIONS AND ASSISTANCE <br />The Advisory Committee shall be subject to the provisions of the <br />Open Public Meetings Act RCW Chapter 42.30. It shall keep <br />minutes of all meetings and shall further adopt rules and <br />regulations for the transaction of business. The adoption of <br />rules and regulations for the transaction of business shall be <br />approved by the Board of County Commissioners. All <br />recommendations made by the Advisory Committee to the Board of <br />County Commissioners shall be by an affirmative vote of not less <br />than four (4) members. <br />SECTION 6: COMPENSATION -EXPENSES <br />
