16-07 Kittitas County Proposal: <br />Amend Kittitas County Comprehensive Land Use Tables and ZoninglPlan Maps, Exhibit G. <br />Kittitas County Community Development Services proposes amending the Kittitas County <br />Comprehensive Plan Table 2-1 and Kittitas County Zoning and Comprehensive Plan Maps to reflect <br />the City ofCle Elum annexations of thirty-seven (37) acres. <br />The Board of County Commissioners held a public hearing on November 28, 2016, opening the public <br />hearing to allow public testimony. Hearing none, the Board of County Commissioners approved the <br />request as presented with a 3-0 vote finding that: <br />I. The Planning Commission recommended approval to the Board of County Commissioners with a <br />vote of 4-0. <br />II. No public testimony for this proposal was received. <br />III. The amendment is necessary to accurately reflect the zoning and comprehensive conditions <br />of the County. <br />IV. The change meets the Growth Management Act and the objectives of the County's <br />Comprehensive Plan. <br />SECTION III -FINAL DECISION AND SIGNATURES <br />BE IT ORDAINED that the Board of Kittitas County Commissioners, after due deliberation, hereby <br />approves changes to road standards and requirement for second access, as shown in Exhibit A. <br />BE IT FURTHER ORDAINED that the Board of Kittitas County Commissioners, after due <br />deliberation, hereby approves amendment to KCC Section 14.04.020 authorizing County staff to <br />recognize all easements identified by applicants, as shown in Exhibit B. <br />BE IT FURTHER ORDAINED that the Board of Kittitas County Commissioners, after due <br />deliberation, hereby approves amendments to KCC Title 16 placing responsibility of open space <br />ownership upon residents, as shown in Exhibit C. <br />BE IT FURTHER ORDAINED that the Board of Kittitas County Commissioners, after due <br />deliberation, hereby approves amendments to KCC Title 17 to include new uses on the Use Tables and <br />limit the number of units on a single parcel, as shown in Exhibit D. <br />BE IT FURTHER ORDAINED that the Board of Kittitas County Commissioners, after due <br />deliberation, hereby approves amendments to KCC Chapter 17.13 to not require Transferable <br />Development Rights credits on developments providing affordable housing, as shown in Exhibit E. <br />BE IT FURTHER ORDAINED that the Board of Kittitas County Commissioners, after due <br />deliberation, hereby approves amendments to KCC Chapter 17.70 in order to meet issues ruled upon <br />by the United States Supreme Court regarding sign permits, as shown in Exhibit F. <br />BE IT FURTHER ORDAINED that the Board of Kittitas County Commissioners, after due <br />deliberation, hereby approves amendment to the Comprehensive Plan Map and Comprehensive Plan <br />Table 2-1, and amendment to the Zoning Map as shown in Exhibit G. <br />2016 Docket Enabling Ordinance <br />Ord. # 2016·023 <br />Page 8 <br />December 6, 2016
