<br />are ex ceptional in scale or complex w i ll be determined at a pre-application meeting and will require a staffing/development agreem ent to be executed per KCC lSA.ll. "Ba se fee" and "direct actual costs (DC)" include costs for staff,
<br />co nsultants, testing, hearing examiner, advertisin g, communications, postage and public notice ex penses when those costs exceed the base (minimum) fee . Time is computed in increments not less than on e-half hour. Expen ses are
<br />payable prio r to hearing (legislative and qua si -jud ic ial) or final action (administrative). A f inal billing will include advertising and pub lic hearing expenses .
