~ITTIT.A..S COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />Mark Cook, Director <br />June 15,2016 <br />TO: <br />Brian Hunter <br />Assistant Local Programs Engineer <br />South Central Regional Office <br />2809 Rudkin Rd. <br />Union Gap, W A 98903-1648 <br />Mr. Hunter, <br />Following our conversation on June 8th , 2016 regarding the reallocation of Highway Safety <br />Improvements Program (HSIP) funds associated with Westside and Huntzinger Roads, I am <br />providing you with this proposed amendment to the grant application previously submitted in <br />June of2014. <br />The original grant application prioritized approximately $577,000 of the HSIP funds to be used <br />on improvements to Westside Road, and approximately $18,000 on improvements to Huntzinger <br />Road. <br />Once detailed investigations began in order to facilitate the designs, an alternative was identified <br />for the improvements along Westside Road from MP 4.10 to MP 7.29 that will still improve <br />safety but vastly reduce the original cost estimate. Also it has been realized that our scope of <br />Huntzinger Road from MP 0.24 to MP 2.70, which was our number one priority in the original <br />application was grossly under scoped as a signing and delineation project. Kittitas County staff <br />and our Design Consultant have evaluated Huntzinger Road and determined the need for <br />additional guardrail is a high priority. <br />The overall cost savings for the new alternative at Westside Road is projected to be <br />approximately $300,000. Kittitas County would like to amend the grant application and <br />reallocate the aforementioned savings for improvements along Huntzinger Road. We are <br />proposing the deployment of additional guardrail to protect hazardous slopes and water features <br />that are within the milepost limits of the original grant application. A detailed description of the <br />locations and approximate costs for these improvements are detailed below: <br />• MP 0.65 to MP 0.83 $30,000 <br />• MP 0.88 to MP 0.94 $10,000 <br />411 N. Ruby.
