BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br />RESOLUTION <br />NO. 2017 -02-& <br />DECLARATION OF EMERGENCY -Event Center Meeting Rooms <br />Water Supply <br />WHEREAS: The City of Ellensburg Water Department notified Event Center Staff that <br />they would be shutting the water off to make repairs to their main located by <br />the City Pool. Once the repairs were made and the City turned the water <br />back on Kittitas Valley Event Center Staff found that the water lines <br />supplying the Grandstands meeting rooms had ruptured setting off the fire <br />alarm system; and <br />WHEREAS: The Kittitas Valley Event Center having contracted users that were <br />scheduled to use the meeting facilities affected and with a limited time for <br />the ability to relocate affected contracted uses; and <br />WHEREAS: The Kittitas Valley Event Center Staff shut the main water off and with <br />assistance from the Kittitas County Fire Department, attempted to identify <br />the issue; and <br />WHEREAS: Event Staff were unable to make the necessary repairs; and <br />WHEREAS: the time urgency rendered the bidding process unusable; and <br />WHEREAS: The Kittitas Valley Event Center Interim Director gave staff direction to <br />contact a plumbing company to explore the issue and make the necessary <br />repairs; and <br />WHEREAS: declaring a State of Emergency, by which the Kittitas Valley Event Center is <br />able to contract directly with a company capable of making the repairs as <br />quickly as possible, is necessary to meet contractual obligations to facility <br />users. Justification falls under RCW 39.04.280 which allow for competitive <br />bids to be waived in the event of the emergency as defined under subsection <br />2(c) "For purposes of this section "emergency" means unforeseen <br />circumstances beyond the control of the municipality that either: (a) Present <br />a real , immediate threat to the proper performance of essential functions; or <br />(b) will likely result in material loss or damage to property, bodily injury, or <br />loss of life if immediate action is not taken."
