CITY -COUNTY LIBRARY SERVICES AGREEMENT <br />THIS AGREEMENT is entered into on this 20th day of December, 2016 between <br />the City of Ellensburg ("City") and Kittitas County ("County"), whereby the City, in <br />return for stated consideration, agrees to provide library services to residents of the <br />County. <br />WHEREAS, the Ellensburg City Council desires to make available to all County <br />Citizens the materials of the Ellensburg Public Library, upon certain terms and <br />conditions; and <br />WHEREAS, the County desires to contract for library services from the <br />Ellensburg Public Library for all its residents, and is willing to provide payments from its <br />current revenues to assist in obtaining and reducing the costs of such services for its <br />residents; Now, Therefore, <br />The parties AGREE as follows : <br />1. erv ices . The usual public library services provided by the Ellensburg Public <br />Library will be provided to all residents of the County who come to the library to <br />use its facilities in accordance with its rules, regulations , operating policies and <br />procedures. This includes the ability to borrow or check out library materials for <br />persons who reside in the unincorporated areas of the County. <br />2. Compensation . Kittitas County shall pay directly to the City the sum of <br />$96,000.00 as a subsidy to the City for Library services provided annually to <br />unincorporated County residents from January 1 through December 31 . Payment <br />shall be made on a quarterly basis on the last day of March, June, September and <br />December. Payments shall be made at such times as to allow their receipt and <br />deposit before the last business day of the month due. <br />County residents who reside in an unincorporated area ofthe County may obtain a <br />library card from the City, allowing them to borrow or check out library materials <br />at the City of Ellensburg Public Library. <br />3. Re cord s. The following statistics shall be compiled and maintained by the <br />Ellensburg Public Library and reported to the Kittitas County Board of <br />Commissioners annually: <br />(a) The number of individuals receiving library cards; <br />(b) Statistics on library materials circulation comparative to the previous <br />year's circulation statistics; and <br />(c) Comparative statistics reflecting the services received by residents of <br />unincorporated Kittitas County to the total services provided by the <br />Library .
