CITY-COUNTY LIBRARY SERVICES AGREEMENT <br />CLEELUM <br />JAN 17 <br />THIS AGREEMENT is entered into on this 20th day of December, 2016 between <br />the City of Cle Elum; Library Board of Trustees (hereinafter referred to as the "Board") <br />and Kittitas County (hereinafter referred to as the "County"); and consented to by the <br />City of Cle Elum City Council (hereinafter referred to as "City Council"). <br />WHEREAS, pursuant to RCW 27.12.280, the Board ofCle Elum Public Library <br />has the power to make available to Kittitas County residents living outside the city limits <br />of Cle Elum the materials of said Library, upon such terms and conditions as may be <br />agreed upon; and <br />WHEREAS, the County desires to contract for library services from the Cle Elum <br />Public Library, and the Board is granted the reciprocal power to contract to render such <br />services with the consent of the City Council; and <br />WHEREAS, the County desires to assist in providing library services from the <br />Cle Elum Public Library for County residents living outside the city limits of Cle Elum; <br />NOW THEREFORE, the parties hereto agree as follows: <br />1. Services. The usual public library services provided by the Cle Elum Public <br />Library will be provided to Kittitas County patrons who come to said Library to <br />use its facilities in accordance with the rules, regulations and operating policies <br />and procedures applicable at any given time. Assistance in registering for the <br />book borrowing service will be provided for anyone requesting that service when <br />said service is regularly available for registered patrons of the library so long as <br />the person making the request lives in Kittitas County. <br />2. Compensation. Kittitas County shall pay directly to the City the sum of <br />$19,000.00 as a subsidy to the City for Library services provided annually to <br />unincorporated County residents from January 1 through December 31. Payment <br />shall be made on a quarterly basis on the last day of January, April, July and <br />October of2017. <br />3. Records. The following statistics shall be compiled and maintained by the Cle <br />Elum Public Library and reported to the Kittitas County Board of Commissioners <br />annually: <br />(a) Statistics on library materials circulation comparative to the previous <br />years' circulation figures. <br />(b) Comparative statistics reflecting the services received by residents of <br />unincorporated Kittitas County to the total services provided by the <br />Library.
