The update will also include all original participating <br />jurisdictions , as well as an effort to gain the participation of those who chose not to in the original planning <br />proce.ss. Being a small community , relationships and eooperation span county-wide a nd it is difficUlt for on e local <br />govemment to fLlnction without the support of an01her. T his plan will build on and strengthen those relationships <br />which will result in a more resilient community. <br />By in itIat ing this planning effort, Kittitas COUr:lty and its planning partners will establ ish the framework through a <br />plann ing nexus fo r red ucing 1he level of risk to natural hazards wi thin the planning area. <br />This reduotion In risk will be· enhanced by working together with planning partners within the planning area , and <br />thus expanding the influence of the goals and objectives of this plan . This enhancement will be created by <br />establishfng a uniform policy throughout the county with an emphasis on pooling resoUrces and capabilities and <br />identifying those hazard mitigation strategies that have the highest degree of cost-effectiveness . As seen in the <br />proposed scope of work for this project" this plan will be developed by fOllowing a scnpt that emphasizes <br />assessing risk, identifying capabilities, comprehensively reviewing a lternatives and identifying actions by w hom , <br />when , where and how they witl be paid for. All if this is completed in contexl with active public involvement <br />throughout the entire process. TIlis is tt:le /lilO~t important aspect of this process . With public su pport, the political <br />support w ill follow and thus allow for a seamless implementation of the actions identified in the plan . The <br />process will prescribe how th~ action s will be· implemented. <br />These acti o ns will be Identified in the fi nal plan. Risk reduction in any portion of Kittitas County will benefit all of <br />its citizens by red uoing the physical } fir:lE!ncial and emotional im 'pact of natural hazard events .
