I support your recommendation but would expect this to continue as a provisional contract as folks do not appear to be earning monies other than small draws. Because it is provisional, DDA would not open this service / provider for other DDA clients to receive support under Terrivine or Trellis. Given this is such a high profile situation, I would suggest that the Kittitas coordinator accompanied by a DDA staff go back out for another review say in April or May of 2016. I will work with Roger to amend Kittitas's contract so that they have the funding to support Trellis through June 2016. Let me know if there are questions. Again, thank you for your hard work Carrie! Sigrid focused her monitoring on contractual requirements while I focused on more detailed review of the client's self-employment and business practices. Sigrid's monitoring resulted in only a couple minor corrective actions which centered around better goals and documentation of progress made for each client. The agency did not have an outside audit done; however, is not receiving more than $75,000 per year. Regarding the actual business each client shares in, it is my opinion that services are being provided to each client in an appropriate manner. Clients are included and encouraged to participate in all aspects of the operation, marketing and labor of the business . Integration is taking place when clients are delivering their product to local businesses and while selling their produce at the local farmer's market.
