EXHIBIT "A" SCOPE OF WORK In addition to providing all material and labor, the Contractor shall perform the following: The Contractor shall continue annual monitoring of landfill gas parameters at each of the 25 landfill gas probes (GV-1 to GV-25). Landfill gas parameters include volumetric flow rate, gas pressure, temperature, methane concentration, and non-methane organic compound (NMOC) concentration. Contractor will also sample four landfill gas probes for laboratory analysis of NMOCs. Samples will be collected from probes with high methane concentrations across the center of the landfill. Contractor will calculate total NMOC mass discharging from the landfill and provide estimates of discharge rates, to document compliance with the Agreed Order. This agreement is to cover one round of monitoring and all reporting required by Department of Ecology. The Contractor will discard non-hazardous samples thirty days after they are obtained unless prior arrangements are made to store or deliver the samples. Samples containing hazardous materials that are regulated under federal, state, or local environmental laws will be returned to the site. . The Contractor shall continue Ground water monitoring on both the Closed Ryegrass Salefill and Limited purpose Landfill. The monitoring shall be conducted quarterly. HWA will tabulate, compile and analyze all field and analytical data, including ground water hydrographs, parameter ,time-concentration graphs, cation/anion graphs, etc., and prepare annual environmental monitoring reports for the Ryegrass Salefill and Limited purpose landfill. The report will include background levels and annual compliance based on all the data in accordance with the Department of Ecology requirements. HWA will enter all data in to the Department of Ecology's Environmental Information Management (ElM) database system. ' Professional Services Agreement Page 12
