Thompson <br />testified generally regarding zoning issues and that this project was not located within <br />the proper zoning designation. <br />'18 . Consistency \virh the Comprehensive Plan: <br />The proposal is consistent with the goals and po li cies of t he Kittitas Co unty Comp rehensive <br />P lan . This pro posal is located w it hin the Rural Working La nd Use designation and the <br />following Comprehensive Plan OPOs apply to this proposal: GPO 2.-2, 8.1 8.8, 8.13, 8.16, <br />8.22, 10.2 .and J 0.4. It is c lear, based on these GPOs, Kittitas County values its rural character, <br />agric ultural activitie$ private property rig hts , a nd economic growth that supports the rural <br />nature of the area. As conditioned this project is consistent with the County's Comprehensive <br />Plan. <br />19. Consistency with t he provisions ofKCC Title 12, Roads alld Bridges: <br />As conditioned, this project is consistent with t he p rovisions ofKCC Title ]2. Tlie applicant <br />will be required to meet Washington State D epartment of Transportation De$ign Manual <br />Exhibits 1340-1 and 1340-2 for construction of a driveway for commercial standards. A <br />transportation concurrency determination w as made th at no mitigation is required for this <br />project. (Exhibit # 18 & 19). <br />20. Consjstency w ith th e provisions of KCC Title 13 . Water and Sewers: <br />As conditioned, thi s project is cons istent with the provisions of KeC T itle 13. The applicant is <br />required to meet KC Environmental Health alnd W A Department of Health requirements for the <br />existing Group A water system and septic system (Exhibit # 1, 16, & 32). <br />21. Consistency with the provisions ofKCC Titl e 14 , B ujld ings and Constructibn~ <br />As cond ition ed, this project is consistent wilh the provisions ofKCC Title 14 . The applicant is <br />working with Kittitas County Commun ity Development Services -Building division regarding <br />necessary remodel and change 'of use permits for the ~xisting structures 011 the premises <br />(Exhibit #17). <br />22 . Consistency with the pl'Ovision ofK<:C T itle 17.29~ Agricu lt ure 20 zoning: <br />This pJOposal is 'consistent with the Kittitas County Zoning Code 17.29. Spec.ifically this <br />project's proposed use is Agr iculture: agricl!lture processing, farm isits with enhanced <br />agriculture sales, and small-scale event facility pe r KCC 17.15.060.1 (A) Agriculture. The' <br />agriculture process in g activ ity requires a zon.ing condiliona l l!se and the farm visit activity with <br />en hanced agricu lt ure sales and smaIl -sca le event facility reqli.ires an administrative conditiona l <br />use permit. Since this project is being prop'ose d and processed housticaHy, the entire project is <br />being considered through the full zoning conditional use permit process. <br />23.
