K:ITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />Mark Cook, Director <br />CHANGE ORDER JUSTIFICA TION & COST ANAL YSIS <br />Date: January 19, 2016 <br />Project Name: Kittitas Highway Safety Improvements <br />Project Number: RC 1545-J1 <br />Prepared by: Roy Chance, Construction Manager <br />Justification: <br />Change Order #14 <br />Throughout the project numerous bid items exceeded contract quantity associated with the <br />following construction operations. <br />Project inspection identified multiple culverts in need of repair, extension or replacement that <br />were unanticipated because their condition could not be assessed until exposure during <br />construction . <br />Further, the project encountered an increase in concrete slab replacement volume necessitated <br />upon discovery of deteriorated existing condition after exposure. <br />A significant increase in the paint line removal pay item was experienced due to the old paint <br />line's relationship to design road centerline. To facilitate proper location of the new paint line, <br />the old paint line needed to be removed . <br />Unsuitable material at various locations resulted in excavation increases and suitable <br />replacement material increases . <br />Cost analysis: <br />The contractor offered extensions of unit costs on all material over runs, which was deemed <br />reasonable by Public Works . <br />411 N.
