SWE <br />Recipient Name: KITTITAS COUNTY PUBLIC HEALTH <br />SCOPE OF WORK <br />Task Number: <br />Task Title: Solid Waste Enforcement <br />Task Qcscription: <br />Activity - Solid Waste Facilities/Sites (Permitted/Exempt) <br />Task Cost: $82,934.67 <br />RECIPIENT will monitor solid waste handling facility compliance with applicable state solid waste regulations <br />including but not limited to Chapters 173-350, 173-351 and 173-304, and any related local solid waste regulations, or <br />codes. <br />RECIPIENT will also accomplish monitoring of solid waste handling facilities/sites as prescribed by the applicable <br />solid waste regulation(s), including but not limited to permitting inspections and oversight, review of groundwater <br />data, and annual review of financial assurance. <br />New solid waste permit applications and notices of exemption considered during the grant period for facilities not <br />listed in this task may be managed under this agreement. <br />There are eight (8) solid waste facilities or sites with an active solid waste permit, and one (1) in post closure status, <br />and seven (7) in exempt status, currently identified in Kittitas County. <br />RECIPIENT may inspect and monitor sites that are in "exempt" status. <br />Activity - Solid Waste Investigation, Assistance, Enforcement <br />RECIPIENT will investigate solid waste related complaints or concerns, including, at its discretion, assisting in the <br />proper handling of abandoned or illegally stored junk or nuisance vehicles. <br />RECIPIENT will conduct outreach campaigns and collection events to increase proper handling and disposal of <br />problematic solid waste identified in the RECIPIENT's local solid waste ordinance, policy, and/or solid waste <br />management plan. Problematic solid waste materials may include, but are not limited to asbestos, lead based paint, <br />used syringes, needles, sharps, and contaminated soil. Additional problematic solid waste materials maybe added with <br />prior ECOLOGY approval. <br />RECIPIENT may elect to enforce any ordinance, policy, or plan by first educating and providing access to collection. <br />RECIPIENT must provide a detailed accounting of time spent on this work, and the cost must not exceed $25,123 of <br />this Task budget without ECOLOGY prior approval. <br />Expected Costs Incurred <br />The following list is a general proposal of the time and materials necessary to complete the Task. RECIPIENT is <br />encouraged to seek ECOLOGY prior approval for costs not directly identified in the scope of work.
