Staff agrees with the applicant provided <br />response. <br /> <br />Washington Department of Ecology <br />The DOE responded with concerns related to water quality, specifically sedimentation and turbity effects related <br />to construction, as well as concerns with potential for offsite runoff during storm events. DOE requests that the <br />applicant obtain a National Pollution Discharge Elimination System (NPDES) Construction Stormwater Permit, <br />which will include a Stormwater Pollution Prevention Plan. <br /> <br />Staff Response: Applicant provided a response to DOE comments, included as Index #21 of the Master <br />File. The applicant will adhere to all applicable regulations as outlined in the Development Agreement. <br />Staff agrees with the applicant provided response. <br /> <br />Public Comments: <br />No public comments were received in reference to this project. <br /> <br />VIII. RECOMMENDATION <br /> <br />As conditioned below, the application does not appear to be detrimental to the general public health, safety or <br />welfare and meets the basic intent and criteria associated with Title 12, Title 16.08, Title 16.12 and Title 17.37 of <br />the Kittitas County Code, the Kittitas County Comprehensive Plan, and the Development Agreement. Staff <br />recommends approval of the Suncadia Phase 1 Division 15 Preliminary Plat LP-18-00001, subject to the <br />following findings of fact, conclusions, and conditions: <br /> <br />Suggested Findings of Fact <br /> <br />1. Steven Lathrop, authorized agent for New Suncadia, LLC, submitted a Preliminary Plat application for a 10 <br />lot preliminary plat with an access tract and a future development tract on approximately 7.17 acres of land <br />that is zoned Master Planned Resort. The proposed lots range in size from 0.39 acres to 0.49 acres. In <br />conjunction with this preliminary plat application, a site development plan was also submitted. The project is <br />Phase 1 Division 15 of the Suncadia Master Planned Resort. <br /> <br />2. Site Information: <br /> <br />The subject property is located in the Suncadia Master Planned Resort.
