Public Works controls access points on Public Roads, by vacating <br />portions of Perry Road Zirkle Fruit Company would have the ability to control their access needs along <br />the private road portion. <br />9. Perry Road has an average daily traffic count of 124 vehicles and is designated as a Local Access <br />Roadway. These counts are driven by Zirkle Fruit operations due to vehicles utilized by agricultural <br />workers. <br />10. Zirkle Fruit desires to acquire more access points than County Code permits to facilitate their fruit <br />operations. Public Works controls access points on Public Roads, by vacating portions of Perry Road <br />Zirkle Fruit Company would have the ability to control their access needs along the private road <br />portion better suiting their operational need. Due to ownership of land solely controlled by Zirkle Fruit <br />along Perry Road no impacts would occur to other County residents. Easements would be maintained <br />for utilities to serve Zirkle operations. <br />11. The attached exhibit drawing is a portion of that Record of Survey performed by Cruse and Associates <br />for the applicants, with the proposed vacation area highlighted in Red. <br />Requirements of RCW 36.87.040 Director/Eneineers Report: <br />Whether County road right of way should be vacated or abandoned. <br />• County right of way should be vacated to the owners of the neighboring properties. <br />Whether road is in use or has been in use. <br />The road is in use, previously the road served various residents and agricultural operations. Currently <br />Zirkle Fruit Company is the sole owner of the surrounding property and agricultural operation. The <br />road is a dead end road that only provides access to Zirkle Fruit ag operations. <br />The condition of the road. <br />• The road is in good condition; the pavement was recently rated and required no action during the 2017 <br />chip seal program. <br />Whether it will be advisable to preserve it for the county road system in the future. <br />• Public Works sees no viable reason for the County to preserve Perry Road as a public facility. The new <br />agricultural operation is a long term fruit orchard operation that will be a central headquarter location <br />for a private agricultural company in Ellensburg. <br />Whether the public will benefit by the vacation. <br />• The Public will benefit by the reduction in future maintenance costs along Perry Road.
