July 10, 2017 <br />~' ittitas County <br />—ommunity Development Services <br />411 North Ruby Street, Suite 2 <br />Ellensburg, WA. 98926 <br />Attn: Mr. Dan Carlson <br />Regarding —Marion Meadows PUD (PD -17-00001) <br />Associated Conditional Use Permit (CU -17-00001) <br />Development Agreement (DV -17-00001) <br />Long Plat (LP -17-00001) <br />Subject: Rural Character <br />Kittitas County's Comprehensive Plan as well as the Growth Management Act describes "Rural Character" <br />as land use and development in which open space, the natural landscape and vegetation predominate over the built <br />environment. <br />Additionally, both describe Urban Growth as growth that makes intensive use of land for the location of buildings, <br />structures and impermeable surfaces to such a degree as to be incompatible with the primary use of land for the <br />production of food, other ag products, rural uses & rural development. <br />Looking at the proposed Marion Meadows PUD a reasonable conclusion would be that it is definitely NOT rural in <br />character and most certainly matches the definition of Urban Growth. <br />This proposal does absolutely nothing to prevent "Rural Sbrawl"and everything to destroy "Rural Character" <br />The topography of the upper portion of this property, in itself; prevents rural sprawl. See attached photos of rock <br />-tiffs, waterfalls cascading vertically and 70% +- steep slopes. <br />gain, the density of this proposal does nothing to prevent "Rural Sprawl" and everything to destroy "Rural <br />Character" <br />Developing 5 acre parcels, as currently zoned, on the flat portion of this property will attract people that will build <br />quality homes that want to live a rural lifestyle, raise their families here and contribute to the Easton community. <br />5 acre parcels would allow the wildlife, we all enjoy, to move freely through rural properties as they currently do now. <br />This density would be compatible with adjoining properties and would be absorbed into the community with much <br />less impact than Urban type development.
