34.1.1.3 GPO 3.13 Provide for housing to be developed which is <br />affordable to all economic groups. <br />The mix of single and multi -family housing proposed is <br />consistent with this GPO. <br />34.1.1.4 GPO 3.14 Designate high-density residential land use zones such <br />as PUDs, cluster development, and MPRs outside of Urban <br />Growth Areas. <br />Located outside of Urban Growth Areas, the proposed location is <br />consistent with this GPO, <br />34.1.1.5 GPO 3.15 Provide for a range of housing types within Kittitas <br />County. <br />The mix of single and multi- family housing proposed is <br />consistent with this GPO. <br />34.1.1.6 GPO 8.33 Planned Unit Developments (PUD) in rural areas can <br />only be established where such developments will not result in <br />high density environments which require urban services and <br />reduce maintenance of rural character. <br />The proposal meets the underlying density for the Rural -5 zone. <br />If the applicant provides support for fire, hospital and school <br />services as part of a development agreement, impacts to rural <br />levels of services will be mitigated for consistency with this <br />GPO. <br />34.1.1.7 GPO 8.5 In order to protect and preserve Resource Lands, non - <br />resource development and activities on adjacent Rural lands shall <br />require preservation of adjacent vegetation, existing landforms <br />(e.g. ravines) or use of other methods that provide functional <br />separation from the resource land use. <br />As proposed, the project is consistent with this GPO. The <br />northern part of the property bordering the Commercial Forest in <br />the Rural Resource Land Use Designation will be kept primarily <br />in its natural vegetative state. <br />34.1.1.8 GPO 8.56 Developments located for commercial, <br />residential/recreationaI purposes, such as Master Planned Resorts <br />or Planned Unit Developments, shall have adequate water, septic <br />and public facilities to service such development without over- <br />burdening the County public services. <br />Conditional upon fair share payments as part of a Development <br />Agreement, the proposal is consistent with this GPO. <br />PD -17-00001, CU -17-00001, LP -17-00001 <br />Marian Meadows Project <br />Additional Recommended Findings of Fact <br />Page 3 of 7 <br />
