<br />Marian Meadows Rezone and Subdivision Final Environmental Impact Statement 3-151 <br />At the current time about two-thirds of the lot sizes in the area are larger than 3 acres. Under the 3-acre <br />minimum lot size, only lots greater than 6 acres were considered subdividable. This would result in about <br />320 lots in the area, in addition to the Marian Meadows proposal. <br />Alternatives 1 and 2, with 443 units with additional development at rural densities, would result in up to <br />773 cumulative lots or units in the project vicinity with development of existing lots and undeveloped <br />parcels. Alternatives 3A, 3B and 4 with 147 units would result in 477 cumulative4 lots. Alternatives 3D <br />and 5 with 113 lots would result in 443cumulative lots in the project vicinity. Alternative 3C with 33 lots <br />would result in 363 cumulative lots. In general, risk and resources needed for fire suppression for <br />alternatives with fewer lots and larger lot sizes would be less than the proposed PUD because larger lot <br />size provides greater separation between structures. In addition, Alternatives 3C and 5 would result in <br />less fire risk and less exposure to loss of property and life due to avoidance of development on the steep <br />eastern portion of the site. <br />Most of the lots outside Marian Meadows would be on the flat valley floor and on 3-acre lots where <br />separation between structures would be greater and help to reduce the risk and spread of fire. Wildfire <br />hazard on the flat valley floor would be lower due to the absence of terrain features increasing wildfire <br />spread and intensity, as well as easier access for fire suppression. <br />If the Alternatives 1 or 2 PUD approval were received and provided the precedent for similar <br />development of other properties in the vicinity, subdivision of properties 2 acres or larger could lead to <br />development of up to 546 lots (including 80 existing vacant lots). <br />Alternatives 1 and 2 with 443 units would result in 990 cumulative lots under PUD density, <br />Most of the lots outside Marian Meadows developed at PUD densities would be on the flat valley floor <br />and at an average of 1 acre would be smaller than the majority of lots in the Marian Meadows PUD <br />alternatives. Distance between structures would be greater and reduce the risk and spread of fire. <br />Wildfire hazard on the flat valley floor would be lower due to the absence of terrain features affecting <br />wildfire spread and intensity, as well as easier access for fire suppression. <br />6 What measures could reduce or mitigate fire risks to persons and property and the <br />impacts on fire protection facilities and services? <br />There are several areas in which fire risk and the impacts on fire protection facilities and services can be <br />reduced as described below. <br />Avoidance of High Risk Areas <br />Avoidance of the high risk areas including the steep eastern portion of the site would reduce risk of both <br />structural fires and wildfire. If development were avoided in this area, potential wildfires would affect <br />only forest resource lands and not persons and property. Wildfire also would potentially affect the City of <br />Roslyn Watershed which is located to the east of the crest of Easton Ridge. Wildfire that originated on <br />the site could spread to the northeast with prevailing winds. The topography and limits to access would
