<br />Marian Meadows Rezone and Subdivision Final Environmental Impact Statement 3-139 <br />5 What measures could reduce or mitigate impacts of the proposal on school facilities <br />and services? <br />Instruction <br />Impacts on instruction resulting from increases in student population involve providing more resources <br />for teachers and materials. Both the state and local component of revenue is largely outside of the control <br />of the county or local jurisdictions. The exception is the ability of local cities and counties to use their <br />taxing and bonding authority to provide funding for specific programs rather than the local levy <br />provisions for school districts. This is advantageous only because counties and cities have more flexible <br />means of bonding than special purpose districts. <br />No measures have been identified in which the proposal could reduce this impact. <br />Facilities <br />Counties have the means to mitigate facilities impacts on public facilities, including schools, through a <br />fee system. Such fees are generally collected at the subdivision or building permit stage. The district <br />would need to develop a capital facility plan establishing school facility needs and cost and the county <br />would need to adopt a fee ordinance. One of the challenges with applying such a system in this case is <br />identifying a means to address an estimated component of recreational residents who would not contribute <br />students to the local school system. The proportion of units used seasonally cannot reliably be predicted <br />in advance and may change as property is sold in the future. <br />Measures that the proposal could contribute include dedication of sites for schools or provision of funds <br />for site acquisition and building construction. <br />An additional measure the county could impose would be project phasing coupled with a specific <br />monitoring program for both student generation and provision of facilities by the local school district, <br />including passage of local levies. This would give the county a means to match creation of additional lots <br />to the provision of school facilities. Such a measure would prevent creation of additional lots and <br />additional demand if funding is not obtained from the state or local levies to provide needed facilities. <br />Transportation <br />Transportation impacts relate both to facilities and operation. If school buses are considered capital <br />facilities, local jurisdictions have the means to mitigate impacts through a fee system. <br />The proposal could contribute to transportation facilities by acquiring buses and expanding facilities to <br />store and maintain them.
