In general, however, the potential for collisions increases as <br />traffic volumes increase. While the frequency of collisions in the study area can be expected to increase <br />in the future, without the project and more so with the project, quantifying the magnitude of increase is <br />not practical. Nonetheless, based on the total traffic volumes and existing collision frequency (0.66 <br />collisions per year) that is substantially below a level of concern, traffic safety is not expected to be a <br />substantial problem in the future with or without the project. <br />17 Would pedestrian, bicycle, and other off-road use and facilities be affected? <br />There are no planned non-motorized improvement projects identified within the study area that would be <br />affected by the project alternatives. Therefore, without or with the project, the future non-motorized <br />system within the study area is expected to be similar to the existing conditions. <br />With the substantial increases in traffic volumes, roadways previously shared by motorized and non- <br />motorized travel modes could pose safety concerns. Although the amount of non-motorized activity in the <br />study area is relatively low, the demand from this development and others may increase non-motorized <br />demand in the future. This may be especially pronounced in Alternative 2 with a multi-family <br />component. To accommodate pedestrians and children on bicycles, sidewalks and signage may become <br />desirable to reduce the potential for vehicle-to-pedestrian collisions. State law (RCW 58.17.110) requires <br />that subdivisions provide safe public walkways for school children from residences to schools or to bus <br />stops. <br />Traffic hazards are especially a concern for winter snowmobile use when plowed road areas are narrow <br />and both vehicle and snowmobiles may be operating at speeds that do not allow adequate stopping <br />distance or effective avoidance in cases of imminent collision.
