For comparative purposes, this population would range from about 70 percent of the size of <br />Cle Elum to about 45 percent of the size of Cle Elum. Comparable cities in Washington at the higher end <br />of the range would include Napavine (1,690) in Lewis County, or Kettle Falls (1,665) in Spokane County; <br />the smaller end of the range would include Tekoa (830) in Ferry County or Naches (765) in Yakima <br />County. <br />Alternative 3C with 33 lots would have FTE cumulative population that would vary between <br />970 full-time residents and 625full-time and seasonal residents depending on the tenure alternative. For <br />comparative purposes, this population would range from about 50 percent of the size of Cle Elum to about <br />one-third the size of Cle Elum. Comparable cities in Washington at the higher end of the range would <br />include Twisp and Odessa and at the lower end, Rosalia and Carbonado. <br />Alternatives 3D and 5 with about 113 lots would have a FTE cumulative population that would vary <br />between 1,180 full-time residents and 764 full-time and seasonal residents. For comparative purposes, <br />this population would range from about 63 percent of the size of Cle Elum to about 40 percent of the size <br />of Cle Elum. Comparable cities in Washington at the higher end of the range would include Kittitas or <br />Watervill and at the lower end Rustin or Naches. <br />The area as a whole would take on an increasingly small town or suburban community character and the <br />existing rural characteristics would be reduced. The result would be a setting in which: <br /> Open space, the natural landscape, and vegetation have a less predominant role as compared to <br />elements of the built environment. <br /> Forest resource activities would be reduced. <br /> There would likely be less forest cover and more clearing for small acreage ranches with associated <br />animal keeping. <br /> Opportunities to see wildlife on a daily basis would be reduced as wildlife habitat would be greatly <br />decreased with smaller lot sizes. <br /> The extension of governmental services more consistent with urban uses would be required. <br />It is possible that the increased population under scenarios with larger components of full-time residents <br />may support additional commercial development in the immediate vicinity or in the Easton townsite. The <br />factors leading to additional commercial development are very complex and greatly influenced by <br />existing shopping patterns and opportunities provided in nearby communities. The population needed to <br />support a use such as a large modern grocery store is generally larger than would be present in the area. <br />The existing commercial development in the larger communities of Cle Elum, Roslyn, and the Suncadia <br />Resort currently serve residents of the area and would likely expand before new centers were developed. <br />In addition, a substantial portion of the service needs of the upper Kittitas Valley are currently met by
