11.10.12.4 Require outdoor lights be shielded. <br />1 I.11 Kittitas Coun , Public Works <br />11.11.1 Kittitas County Public Works has reviewed the proposal for consistency with <br />KCC Title 12 Roads and Bridges, and has recommended preliminary <br />approval with conditions outlined in its comment letter. According to Public <br />Works comments, the proposed development would reduce Level of Service <br />from LOS A to LOS B, which would still provide service levels above the <br />county's adopted LOS C standard. <br />11.11.2 Further, Kittitas County Public Works has reviewed the proposal for <br />consistency with KCC Title 19, and has recommended preliminary approval, <br />subject to conditions within its comment letter. <br />12. The applicant applied for a similar use to Kittitas County Community Development Services <br />(CDS) in 2006 at which time SEPA review was performed and a Determination of Significance <br />was issued (April 30, 2007) and the applicant appealed. The Kittitas County Board of County <br />Commissioners voted to deny the appeal on July 11, 2007. Subsequently, a Final <br />Environmental Impact Statement (FEIS) was prepared, and was finalized on June 11, 2011 <br />(Exhibit 4 120). WAC 197-11-600 provides for the adoption of existing environmental <br />documents. Kittitas County found that the use applied for in this instance represents a <br />diminished environmental impact from the one originally applied for in 2006 and therefore it <br />utilized the provisions allowed for in the citation above to adopt the existing FEIS. <br />13, The Kittitas County Community Development Services recommended approval of this <br />preliminary plat planned unit development and conditional use permit, subject to the <br />recommended conditions of approval. <br />14.
