<br />Marian Meadows Rezone and Subdivision Final Environmental Impact Statement 2-2 <br />Directional References to I-90 <br />Interstate 90 (I-90) traverses <br />Washington State from east to west. <br />Directional references to I-90 in this <br />document respect that general <br />orientation of the roadway and refer <br />to property on either the north or <br />south side of the interstate. <br />In this area, that reference can be <br />somewhat confusing because I-90 <br />runs in a northwest to southeast <br />orientation. Locations “north” of I- <br />90 in this area are east of the <br />roadway. <br /> Preserve and create usable open space and other amenities; <br /> Preserve important natural features of the land; <br /> Encourage development of a variety of housing types and densities; <br /> Encourage energy conservation, including the use of passive solar energy; <br /> Encourage infill development of sites with special features; <br /> Create desirable public and private open space; and <br /> Vary the type, design, and layout of buildings. <br />The density of a PUD is governed by Kittitas County Comprehensive Plan County-wide Planning Policy <br />D under “Contiguous and Orderly Development, Planned Unit Developments” that states: “Standards <br />shall be developed for residential PUDs outside of urban growth areas (UGAs) and urban growth nodes <br />(UGNs) for a maximum density not to exceed a 3 to 1 ratio of the underlying zone.” <br />The maximum allowed density is derived as follows: <br /> Rural 3 (R-3) underlying zoning allows one unit per 3 acres, PUD would allow one unit per acre, <br />and 430 acres are zoned R-3; therefore, 430 units are allowed. <br /> Forest and Range (FR) underlying zoning allows one unit per 20 acres, PUD would allow one unit <br />per 6.66 acres, and 90 acres are zoned FR; therefore, 13.5 units are allowed. <br />The sum of these results is a total maximum of 443 units. <br />The criteria for approval of a rezone under Kittitas County Code 17.90.020(7) are: <br /> The proposed amendment is compatible with the comprehensive plan; <br /> The proposed amendment bears a substantial relation to the public health, safety or welfare; <br /> The proposed amendment has merit and value for Kittitas County or a sub-area of the county; <br /> The proposed amendment is appropriate because of <br />changed circumstances, or a need for additional property in <br />the proposed zone, or the proposed zone is appropriate for <br />reasonable development of the subject property; <br /> The subject property is suitable for development in general <br />conformance with zoning standards for the proposed zone; <br /> The proposed amendment will not be materially <br />detrimental to the use of properties in the immediate <br />vicinity of the subject property; and <br /> The proposed changes in use of the subject property shall <br />not adversely impact irrigation water deliveries to other <br />properties.
