<br />Marian Meadows Rezone and Subdivision Final Environmental Impact Statement 1-14 <br />The cumulative impacts are assessed for elements that would change the impacts as compared to the <br />project alone. <br />9 What other potential environmental impacts assessment may take place for elements <br />of the alternatives or other development on the site? <br />This Final EIS assesses impacts of the proposed PUD that would occur from the density and general <br />preliminary plat arrangement of development on the site. It does not assess specific impacts of elements <br />of the proposal that have not been defined sufficiently to be assessed in this EIS. This approach is <br />consistent with the SEPA rules, specifically Washington Administrative Code (WAC) 197-11-060(5), <br />Phased Review, which provides for an appropriate scope and level of detail of environmental review to <br />coincide with meaningful points in their planning and decision-making processes and to focus on issues <br />that are ready for consideration and exclude from consideration issues not yet ready. <br />Issues subject to future environmental analysis may include: <br /> Subdivision development layouts not analyzed in the Alternatives in this EIS; <br /> Future quarry operations on the site, including but not limited to the applicant’s proposed <br />excavation of 150,000 tons of material from the existing quarry. <br /> Requirements for acquisition and/or transfer of water rights. <br />Future environmental review of any aspect of the development not addressed in this EIS will follow the <br />procedures outlined in WAC 197-11. Use of all or part of the analysis in this EIS will be made by the <br />lead agency in accordance with WAC 197-11-600, and will be based on whether the analysis in this EIS <br />includes adequate analysis of the impacts that would occur from the specific proposal. <br /> <br /> <br />10 What are the potential environmental impacts of the alternatives? <br />The following is a summary of potential impacts of the development on environmental elements. More <br />detailed analyses is included in Chapter 3. <br />Land Use <br />Land use impacts are related to the number of units and how they are similar to or differ from existing <br />patterns of land use in the vicinity. <br />Alternative 1, the applicant’s proposed PUD with 443 units, would result in a substantial change in <br />density and open space from the majority of the development in the vicinity, particularly the lots directly <br />adjacent to the site, which are generally greater than 3 acres. The majority of the property in the vicinity <br />consists of lots larger than 3 acres.
