<br />Marian Meadows Rezone and Subdivision Final Environmental Impact Statement 1-9 <br />The site is accessed from the Sparks Road interchange, Exit 70 off of I-90. It is about 1 mile from the <br />interchange to the site via Sparks Road, a county road. <br />2 What changes to zoning or other requirements are proposed? <br />The proposal consists of two elements: <br /> A rezone of the majority of the property (430 acres) to the planned unit development (PUD) zoning <br />district as provided by Chapter 17.36 of the Kittitas County zoning code. The purpose of the PUD <br />zone is to provide for and encourage a harmonious mixture of land uses with greater flexibility in <br />land use controls. About 40 acres are proposed to be excluded from the PUD designation. This <br />area lies at the foot of the steep sloping portion of the site and includes the Bonneville Power <br />Administration (BPA) easement corridor, which is 350 feet wide. <br /> A preliminary plat covering the western one-third of the property (about 120 acres) is proposed to be <br />divided into 225 lots of approximately 0.5 acre each. <br />3 What are the major design features? <br />Alternative 1: Applicant’s Proposal, is for a single-family residential development consisting of: <br /> A preliminary plat that would divide the western one-third of the property into 225 lots of <br />approximately 0.5 acre each on a site of about 120 acres. <br /> Future unspecified single-family development in the eastern portion of the site that would consist of <br />up to 218 additional units on 305 acres. A conceptual layout developed for the FEIS avoids the <br />steepest slopes, wetlands, and streams and results in lot sizes that range from about 0.5 acre to <br />almost 5 acres. <br />The project includes related infrastructure comprising: <br /> Approximately 6.4 miles of road. <br /> Water service by Easton Water District No. 3. <br /> Sewage disposal through a sewage treatment plant proposed to be built by the applicant and <br />designed such that treated effluent would meet standards for recycled water. <br />4 What other proposals by the applicant would affect impacts? <br />An element that is not part of the PUD application is the development of up to 300 mini-storage units <br />along the northeast side of the 350-foot-wide BPA easement, which was excluded from the PUD <br />application. This use received Conditional Use Permit (CUP) approval on February 10, 2010 (File No. <br />CU-09-0003). The plans for the mini-storage site include an internal roadway parallel to and 10 feet from <br />the edge of the BPA right-of-way with buildings located northeast of the road. The conceptual plans <br />indicate up to 300 units provided in the 16 structures shown in the approved CUP. Potential cumulative <br />impacts of this proposal are included in applicable elements of the environment.
