<br />Marian Meadows Rezone and Subdivision Final Environmental Impact Statement 1-1 <br />What is an Environmental Impact <br />Statement ? <br />The Washington State <br />Environmental Policy Act (SEPA) <br />requires the examination and <br />consideration of potential impacts <br />on environmental resources when <br />considering the approval of a <br />project. An Environmental Impact <br />Statement (EIS) is a document that is <br />required when a proposal is likely to <br />result in significant adverse impacts <br />on the environment. <br />The purpose of an EIS is to provide <br />information on impacts and <br />mitigating measures. This <br />information is used by a decision <br />maker to decide whether to proceed <br />with a project, or make <br />modifications to reduce specific <br />impacts or deny the proposal. . <br />CHAPTER 1 Project Summary <br />Introduction <br />This Final Environmental Impact Statement (FEIS) was <br />prepared to provide information for consideration by Kittitas <br />County in making their decisions regarding permitting of the <br />proposed Marian Meadows development. <br />This FEIS is intended to be more approachable for the general <br />public. It is written in a question-and-answer format, with <br />explanations of technical terms and various color graphics, <br />tables, and photos to illustrate the text. The format, however, <br />does not reduce the detail of information provided. In some <br />cases, additional technical detail and data are provided in the <br />appendices. <br />This chapter (Chapter 1) summarizes the proposed project and <br />includes a table comparing the impacts of the alternatives. <br />Chapter 2 describes the proposal and alternatives. <br />Chapter 3 describes existing conditions, impacts, and mitigation <br />for each environmental element and alternative. <br />1 Where is the proposed project? <br />The proposed project is located on the north side of Interstate 90 (I-90), northeast of the unincorporated <br />community of Easton in western Kittitas County, Washington, as indicated in Figure 1-1. The general <br />context of the area is provided in Figure 1-2. The three-dimensional flyover view in Figure 1-3 provides a <br />perspective on the physical features of the setting and the lot layout in Alternative 1. <br />The project site is approximately 15 miles west of the town of Cle Elum and approximately 15 miles east <br />of the Snoqualmie Pass summit, within the Yakima River Valley, about 2 miles southeast of Kachess <br />Lake. The site is on the lower slopes of Easton Ridge, which divides the Yakima River drainage from <br />Domerie Creek and the Cle Elum River drainage to the east. <br />The upper park of Domerie Creek is the City of Roslyn’s watershed for its municipal water system. The <br />sole source of supply for the City of Roslyn is a small impoundment located approximately 5 miles from <br />the City. <br />
