11.1.3.6 Employing speed limits to reduce wildlife collisions on roads. <br />11.1.3.7 Restricting residents from leaving food sources and other <br />attractants outside of homes that will encourage large wildlife <br />(such as bears) near homes where human/wildlife conflict can <br />arise. <br />11.2 Washiurton Department of Transportation(WSDOT) <br />11.2.1 In a comment letter dated July 31, 2017, the WSDOT identified a concern <br />related to the proposal. The agency identified the proposal as incompatible <br />with its Airport Land Use Compatibility program, with densities within <br />Airport Safety Zones (ASZs) higher than is recommended under the <br />Program. <br />11.2.2 County Response <br />Kittitas County Public Works has reviewed the proposal for compliance with <br />KCC 17.58 Airport Zone. In addition, the Applicant is encouraged to contact <br />the WSDOT Aviation Division to explore opportunities for mitigation <br />measures to allow increased density within the Airport Safety Zones. Such <br />discussion and agreement will be a condition in the Development Agreement, <br />11.3 Kittitas County Public Works <br />In a comment letter dated July 28h, 2017 Kittitas County Public Works lists the <br />following recommended conditions of approval: <br />11.3.1 The following conditions apply and must be completed prior to final <br />approval of this project. A performance guarantee may be used, in lieu of the <br />required improvements per the conditions outlined in KCC 12.01.150. <br />11.3.2 The division of land is vested, and shall conform to the current Kittitas <br />County Code Chapter 12 Road and Bridge Standards dated December 15, <br />2015. <br />11.3.3 The number of units associated with the campsites and RVs shall be <br />identified in order to determine road standards. <br />11.3.4 The Traffic Impact Analysis dated December 19, 2016 will suffice for this <br />proposal. <br />11.3.5 Loop roads will satisfy the second access requirement as long as both <br />connecting points Ioop back to a road built to a Public Road Standard. Loop <br />Roads are required to have two separate accesses to a Public Road. Public <br />Roads are not capped by number of lots/units that can access. <br />11.3.6 The face of the plat shall show how lot 19 will be accessed. <br />PD -17-00001, CU -17-00001, LP -17-00001 <br />Marian Meadows Project <br />Page 5 of 27 <br />
