July 11, 2017 <br />Kittitas County <br />Community Development Services <br />411 North Ruby Street, Suite 2 <br />Ellensburg, WA. 98926 <br />Attn: Mr. Dan Carlson <br />Regarding — Marion Meadows PUD (PD -17-00001) <br />Associated Conditional Use Permit (CU -17-00001) <br />Development Agreement (DV -17-00001) <br />Long Plat (LP -17-00001) <br />Subject: East Sparks Road <br />Currently there are approximately 150 homes located East & North of RV town. These homes are on <br />East Sparks Road, Hawthorne Lane, Thistle Down Road, Pit Way, Lap Way, Rally Way, Country Drive, <br />Silver Creek Road & Norton Road. <br />The only way in and out of this area is via East Sparks Road. <br />For years this road has been subjected to total blockage numerous times in the winter by semi -trucks <br />getting stuck during periods of heavy snow and road closers on I-90, see attached photos. <br />Additionally, trucks attempting to turn around further east on East Sparks Road block ingress and <br />egress on other roads. Numerous calls to 911, letters and photos submitted to Kittitas County have done <br />little to remedy this serious problem. <br />East Sparks Road has also been unpassable when Silver Creek flowed over the bridge. When East <br />Sparks Road is blocked these residents are without Fire or Medical protection. Furthermore Easton Fire <br />Department volunteers residing in this area are unable to respond to the Fire Department. This situation <br />is unacceptable! <br />Marion Meadows PUD, as proposed, could add 90+ structures and possibly 250 to 300 people to the <br />equation. This is also unacceptable! <br />During times of heavy snow it can be 2 or 3 days before Kittitas County snowplows show up on <br />Sparks Road. It is not uncommon for private vehicles to plow East Sparks Road so the Easton school bus <br />can pick up students.
