Washington State Parks & Recreation Commission 2016 <br />Marine Patrol Federal Financial Assistance Grant Program <br />PREVENTION PLAN PART 1 - ASSESSMENT, IDENTIFICATION, GOALS <br />Risk Factors <br />Objective: Describe the highest priority recreational boating risks and hazards within your jurisdiction based on <br />accident data, any other relevant data, and best professional judgment. <br />High Priority Boating Risks & Hazards <br />Data / Professional Judgment <br />Yakima River- Logjams and strainers <br />Vast majority of rescues relate to these hazards <br />Columbia River- Rough water combined with <br />Alcohol <br />Majority of weather related rescues and BUI arrests <br />occur on this body of water <br />Comments <br />Kittitas County has a large amount of recreational floaters who float dangerous portions of the Yakima <br />River. These portions are cluttered with log jams and other hazardous obstructions that result in <br />emergency rescues. The Columbia River in the Vantage area is known for very high winds causing <br />difficult operating conditions. This combined with heavy alcohol usage demand marine patrol services. <br />High Priority Audiences <br />Objective: Describe the demographic groups of boaters that are the highest priority for prevention efforts and the <br />specific behavior that, if changed, would result in fewer boating accidents or fatalities. <br />Description of the Audience <br />Why is this audience a priority? <br />Recreational floaters on Yakima River(Tubers) <br />Related to a large number of rescues and drownings <br />Power boat operators on Columbia River <br />This is the group engaging in large alcohol <br />consumption and "Partying" while boating.
