It is the only fee charged for most applications, except those that are exceptional in scale and/or complexity. Applications that are exceptional in scale or complex will be determined at a pre-application meeting and will require a staffing/development agreement to be executed per KCC 15A.11. "Base fee" and "actual expenses" include costs for staff, consultants, hearing examiner, advertising, communications, postage and public not ice expenses when those costs exceed the base (minimum) fee. Time is computed in increments not less than one-half hour. Expenses are payable prior to hearing (legislative and quasi-judicial) or final action (administrative). A final billing will include advertising and hearing examiner expenses. 2 The FLS inspection fee will be adjusted for multiple structures that are located on the same parcel of land, owned by the sam e entity, are addressed with the same address identifier, and are part of a common purpose. The fee for multiple structures includes the FLS inspection fee for the largest structure and either $100 or the FLS inspection fee (whichever is less) for each subsequent structure. This fee adjustment for multiple structures does not apply to structures that contain more than one business owned by separate entities such as a strip mall, or multiple structures on a single parcel that have different addresses. 3 This fee applies to agricultural buildings, cold storage buildings, and controlled atmosphere buildings. It also app lies to sites such as RV Parks, campgrounds, mobile home parks, and switching stations if there are public facilities available to tenants, employees or the general public such as community halls, offices, bathrooms, and laundry facilities.
