Allow new over-water structures only for water-dependent uses, public access, or <br />ecological restoration. <br />2. Limit the size of new over-water structures to the minimum necessary to support the <br />structure's intended use. <br />3. Encourage multiple uses of over-water facilities. <br />4. Locate and design all uses and developments on navigable waters or their beds to: <br />a. Minimize interference with surface navigation; <br />b. Consider impacts to public views; and <br />c. Allow for the safe, unobstructed passage of fish and wildlife, particularly those <br />species dependent on migration. <br />5. Prohibit uses that adversely impact the ecological functions of critical freshwater <br />habitats except where necessary to achieve the objectives of RCW 90.58.020, and <br />then only when their impacts are mitigated according to the sequence described in <br />Section 5.2.B.2 to assure no net loss of ecological functions. <br />6. Design and manage shoreline uses and modifications to prevent degradation of water <br />quality and alteration of natural hydrographic conditions. <br />C. Designation criteria <br />Assign an aquatic environment designation to lands waterward of the OHWM. <br />4.9 Shoreline use and modification <br /> <br />Shoreline use and modification shall be classified by the Administrator and regulated <br />under one or more of the following applicable sections of this Program. <br />Table 4.9-1: Shoreline Use and Modification Table <br />Legend <br />P: Permitted with a shoreline permit <br />C: Conditional use permit required <br />X: Prohibited <br />S: Refer to upland shoreline environment. <br />NA: Use is not applicable in this environment <br /> <br />Proposed Land Use Shoreline Environment Designation <br /> <br /> <br /> Urban Conservancy Shoreline Residential Rural Conservancy Natural Aquatic Agriculture
