"Shorelines of the state" are the total of all "shorelines" and "shorelines of <br />statewide significance" within the state. <br />85. "Should" means that the particular action is required unless there is a <br />demonstrated, compelling reason, based on policy of the Shoreline Management Act <br />and this chapter, against taking the action. <br />86. "Significant vegetation removal" means the removal or alteration of trees, shrubs, <br />and/or groundcover by clearing, grading, cutting, burning, chemical means, or other <br />activity that causes significant ecological impacts to functions provided by such <br />vegetation. The removal of invasive or noxious weeds does not constitute significant <br />vegetation removal. Tree pruning, not including tree topping where it does not affect <br />ecological functions, does not constitute significant vegetation removal. <br />87. "State master program" means the cumulative total of all shoreline master <br />programs and amendments thereto approved or adopted by rule by the Washington <br />State Department of Ecology. <br />88. "Structure" means a permanent or temporary edifice or building, or any piece of <br />work artificially built or composed of parts joined together in some definite manner, <br />whether installed on, above, or below the surface of the ground or water, except for <br />vessels. <br />89. "Structure, in-stream" see definition for "In-stream Structure." <br />90. "Substantial development" as defined by RCW 90.58.030(3)(e). <br />91. "Transmit" means to send from one (1) person or place to another by mail or hand <br />delivery. The date of transmittal for mailed items is the date that the document is <br />certified for mailing or, for hand-delivered items, is the date of receipt at the <br />destination. <br />92. “Type F water” means streams and waterbodies that are known to be used by fish, <br />or meet the physical criteria to be potentially used by fish. Fish streams may or may <br />not have flowing water all year; they may be perennial or seasonal. <br />93. “Type Np water” means streams that have flow year round and may have spatially <br />intermittent dry reaches downstream of perennial flow. Type Np streams do not meet <br />the physical criteria of a Type F stream. <br />94. “Type Ns water” means stream that do not have surface flow during at least some <br />portion of the year, and do not meet the physical criteria of a Type F water.
