After the effective date of the master <br />program, land converted to agricultural use is subject to compliance with the requirements of the <br />master program. <br /> <br />17B.02.070 Alluvial fan or alluvial fan hazard area. <br />"Alluvial fan" or "Alluvial fan hazard area" is a low, outspread, relatively flat-to- gentle sloping <br />features deposited by a stream at the transitional area between valley floodplains and steep <br />mountain slopes. Channel pattern is highly variable, often dependent on substrate size and age <br />of the landform. Channels may change course frequently, resulting in a multi-branched stream <br />network. Channels can also be deeply incised within highly erodible alluvial material. <br /> <br />17B.02.080 Amendment. <br />"Amendment" means a revision, update, addition, deletion, and/or reenactment to an existing <br />shoreline master program. <br /> <br />17B.02.090 Approval. <br />"Approval" means an official action by a local government legislative body agreeing to submit a <br />proposed shoreline master program or amendments to the Washington State Department of <br />Ecology for review and official action pursuant to this chapter; or an official action by the <br />Washington State Department of Ecology to make a local government shoreline master <br />program effective, thereby incorporating the approved shoreline master program or amendment <br />into the state master program. <br /> <br />17B.02.100 Aquaculture. <br />"Aquaculture" means the culture or farming of fish, shellfish, or other aquatic plants and <br />animals. Aquaculture does not include the harvest of wild geoduck associated with the state <br />managed wildstock geoduck fishery. <br /> <br />17B.02.105 Average grade level. <br />"Average grade level" means the average of the natural or existing topography of the portion <br />of the lot, parcel, or tract of real property which will be directly under the proposed building or <br />structure. In the case of structures to be built over-water, average grade level shall be the <br />elevation of the ordinary high water mark (OHWM). Calculation of the average grade level shall <br />be made by averaging the ground elevations at the midpoint of all exterior walls of the proposed <br />building or structure. <br /> <br />17B.02.110 Avulsion. <br />"Avulsion" means a sudden cutting off or separation of land by a flood breaking through a <br />meander or by a sudden change in current whereby the stream deserts its old channel for a new <br />one. <br /> <br />17B.02.115 Boat launch ramp. <br />"Boat launch ramp" means a graded slope, slab, pad, plank or rail used for launching boats by <br />means of a trailer, hand, or mechanical device. <br /> <br />17B.02.120 Boat launch ramp, primitive. <br />"Boat launch ramp, primitive" means a boat launch ramp designed to facilitate hand <br />launching of small crafts provided the materials and design are compatible with the site. <br />
