"Agricultural land" means those specific land areas on which agricultural activities <br />are conducted as of the date of adoption of a local master program pursuant to <br />these guidelines as evidenced by aerial photography or other documentation. After <br />the effective date of the master program, land converted to agricultural use is subject <br />to compliance with the requirements of the master program. <br />7. "Alluvial fan" or "Alluvial fan hazard area" is a low, outspread, relatively flat-to- <br />gentle sloping features deposited by a stream at the transitional area between valley <br />floodplains and steep mountain slopes. Channel pattern is highly variable, often <br />dependent on substrate size and age of the landform. Channels may change course <br />frequently, resulting in a multi-branched stream network. Channels can also be <br />deeply incised within highly erodible alluvial material. <br />8. "Amendment" means a revision, update, addition, deletion, and/or reenactment to <br />an existing shoreline master program. <br />9. "Approval" means an official action by a local government legislative body agreeing <br />to submit a proposed shoreline master program or amendments to the Washington <br />State Department of Ecology for review and official action pursuant to this chapter; <br />or an official action by the Washington State Department of Ecology to make a local <br />government shoreline master program effective, thereby incorporating the approved <br />shoreline master program or amendment into the state master program. <br />10. "Aquaculture" means the culture or farming of fish, shellfish, or other aquatic plants <br />and animals. Aquaculture does not include the harvest of wild geoduck associated <br />with the state managed wildstock geoduck fishery. <br />11. "Average grade level" means the average of the natural or existing topography of <br />the portion of the lot, parcel, or tract of real property which will be directly under the <br />proposed building or structure. In the case of structures to be built over-water, <br />average grade level shall be the elevation of the ordinary high water mark (OHWM). <br />Calculation of the average grade level shall be made by averaging the ground <br />elevations at the midpoint of all exterior walls of the proposed building or structure. <br />12. "Avulsion" means a sudden cutting off or separation of land by a flood breaking <br />through a meander or by a sudden change in current whereby the stream deserts its <br />old channel for a new one. <br />13. "Boat launch ramp" means a graded slope, slab, pad, plank or rail used for <br />launching boats by means of a trailer, hand, or mechanical device. <br />14. "Boat launch ramp, primitive" means a boat launch ramp designed to facilitate <br />hand launching of small crafts provided the materials and design are compatible with <br />the site.
