Regulations <br />In addition to the regulations below, shoreline restoration and habitat enhancement is <br />regulated though Section 5.2 Environmental protection and critical areas, Section 5.5 <br />Shoreline buffers and vegetation conservation, and Section 5.6 Water quality, <br />stormwater, and nonpoint pollution. <br />1. Restoration shall be carried out in accordance with a County or resource agency- <br />approved restoration plan and in accordance with the policies and regulations of this <br />Program. <br /> <br />2. All shoreline restoration and enhancement projects shall protect the integrity of <br />adjacent natural resources, including aquatic habitats and water quality, and shall <br />not result in significant adverse changes to ecological functions, processes or <br />properties. <br /> <br />3. Restoration projects shall be monitored and maintained to ensure they achieve their <br />intended restoration goals. The project proponent shall assess and document each <br />restoration project according to the requirements prescribed by the applicable <br />authorizing or funding agency. The project proponent shall be responsible for <br />implementing corrective actions as needed to ensure the project’s ecological <br />benefits are sustainable over time. <br /> <br />4. The Administrator shall track and document shoreline restoration efforts and their <br />expected and actual contribution to shoreline ecological functions on a regular and <br />ongoing basis as part of demonstrating whether no net loss is being achieved. <br /> <br />5. The Administrator, at his/her discretion, may waive or reduce review fees for <br />shoreline enhancement projects that meet either of the following criteria, provided a <br />reciprocal fee agreement has been approved by the Board of County <br />Commissioners: <br />e. Sponsored projects: Restoration and enhancement projects sponsored by <br />Kittitas County, Washington State Department of Fish and Wildlife, Kittitas <br />County Conservation District, Natural Resources Conservation Service, <br />United States Fish and Wildlife Service, Washington State Department of <br />Natural Resources, Yakama Nation, Yakima Basin Fish & Wildlife Recovery <br />Board, Yakima Tributary Access & Habitat Program, or other public agency <br />approved by the Administrator which are consistent with the County <br />comprehensive plan or other plans adopted by the Kittitas County Board of <br />Commissioners. <br />f. Vegetation planting/removal: Planting of native vegetation or removal of non- <br />native species for the enhancement of a shoreline buffer or designated critical <br />area; provided that such activities are limited to the area being enhanced. <br />
