Mr. Matthews spoke generally in opposition to the project. Mr. <br />Matthews testified that his handwritten letter, Exhibit 20, was written on behalf of the <br />Water District. He had concerns as to the amount of impervious surface that will be <br />on the project and whether stormwater would be treated or contained on site.
