Non -Discrimination Agreement <br />Annual Report <br />Population Under 100,000 <br />• GMA Shoreline Master Program public meetings. <br />• QUADCO Regional Transportation Plan Stakeholder meetings <br />• Naneum, Wilson & Cherry Creek Assessment Public Meeting <br />• Kittitas County Code Chapter 10.12.010 Stops and Yields designation Public <br />Hearing for Hyak Drive East and Snoqualmie Drive Intersection. <br />• Yakima River Corridor Plan Public Hearing <br />All open houses and public meetings are held in accessible locations. All population <br />groups— including minority, women, low-income, and limited English proficiency <br />population groups are encouraged to participate. Open houses and public meetings <br />are held in both Upper County and Lower County, or the neighborhood where the <br />project is taking place to encourage all population groups to participate, including <br />minority, women, low-income, and limited English proficiency population groups. <br />Holding the open houses in several locations makes it easier for persons who could <br />not afford to drive long distances participate or who have limited schedules. <br />Advertisements requesting qualifications for contractual services include the <br />following statements: <br />"Kittitas County encourages disadvantaged business enterprise CONSULTANT <br />firms to respond." <br />"The Recipient, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. <br />252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, <br />Department of Transportation, Subtitle A, Office of the Secretary, Part 21, <br />Nondiscrimination in Federally -assisted programs of the Department of <br />Transportation issued pursuant to such Act, hereby notifies all bidders that it will <br />affirmatively ensure that in any contract entered into pursuant to this <br />advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 <br />will be afforded full opportunity to submit bids in response to this invitation and <br />will not be discriminated against on the grounds of race, color, national origin, or <br />sex in consideration for an award." <br />Bid documents include Title VI requirements, indicating that the County provides <br />equal opportunity for all population groups — including minority, women, low- <br />income, and limited English proficiency population groups to participate. The <br />specific wording Kittitas County uses is from WSDOT's Local Agency Manual and <br />WSDOT's General Special Provisions (GSPs). <br />4 <br />
