KITTITAS COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA STAFF REPORT AGENDA DATE: February 2, 2016 ACTION REQUESTED: Consider an Event Application request from ABATE of Washington to hold the 2016 Spring Opener. BACKGROUND: On January 4, 2016 the Kittitas County Board of Commissioners received an Event Application & permit fee from ABATE of Washington to hold the 2016 Spring Opener (June 23-26, 2016). Lyle Coyle, ABATE indicated that once the event/permit was approved they would have Kittitas County named on the Certificate of Liability Insurance, noting they have done this in years past. INTERACTION: On January 4, 2016 Staff sent the application materials to various County departments for their review and recommendation of the proposed event. Staff received recommendations of approval from: Solid Waste, Public Works, Sheriff, Public Health & Fire Marshal noting that the County Prosecutor was unable to approve due to no insurance being issued at the time of Staff Report being generated. The Sheriff’s Office indicated if ABATE commits to the same additional level of security as in the past few years, he would support approval of the event. The Kittitas County Deputy Prosecutor (Neil Caulkins) indicated that until he has seen a Certificate of Insurance naming the County, he could not recommend an approval of the request. The Kittitas County Public Works Department (Chuck Reed, Road Foreman Upper County) submitted a recommendation to approve the special event permit with recommendations of the following criteria: There be no County road closures or detours and that public notice be given though the Daily Record and the Northern Kittitas County Tribune newspaper as well as the radio two weeks prior to event advising local residents of upcoming event.
