KITTITAS COUNTY FIRE DISTRICT NO. 2 <br />Ellensburg, WA <br />RESOLUTION 15-27 <br />SUBJECT: 2016 Substantial Need Resolution - RCW 84.55.0101 <br />WHEREAS, The population of Kittitas County Fire District #2 is more than 10,000, and <br />WHEREAS the Board of Fire Commissioners of Kittitas County Fire Protection District <br />No. 2 has met and considered its budget for the calendar year 2016; and <br />WHEREAS the Board of Fire Commissioners in the course of considering the budget for <br />2016 has reviewed all sources of revenue and examined all anticipated expenses and <br />obligations; and <br />WHEREAS the Board of Fire Commissioners has determined that, due to increased <br />operating costs, for fire protection and emergency medical services and other factors <br />the Board of Fire Commissioners finds that there is a substantial need to increase the <br />regular property tax levy rate up to one percent (1%) above the previous year's levy; <br />and <br />WHEREAS RCW 84.55.0101 authorizes the Board, upon a finding of substantial need <br />to approve a Resolution by a super majority vote to establish a limit factor of up to <br />101%. <br />NOW, THEREFORE, BE IT RESOLVED, by the Board of Fire Commissioners of Kittitas <br />County Fire Protection District No. 2 that, based on the substantial need of the District, <br />the limit factor for the regular levy for taxes to be collected in calendar year 2016 shall <br />be 101 per cent (101%) of the highest amount of regular property taxes that could have <br />been lawfully levied in this taxing district in any year since 1985. <br />This resolution adopted at the special meeting of the Board of Fire Commissioners of <br />Kittitas County Fire District No. 2 this 5th day of November 2015. <br />Commissioner <br />Attest: <br />8isttict-Seat <br />Fnaricla) 5u�rr�s Y�anQ�e� <br />
