BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br /> <br />RESOLUTION NO. 2015-_______ <br /> <br />WHEREAS, the Washington State Legislature, through Engrossed Substitute House Bill 1886, effective <br />July 1, 2011, amended chapter 36.70A RCW to add a Voluntary Stewardship Program (VSP) (RCW <br />36.70A.700 through 36.70A.760) for the protection of critical areas in relation to agricultural uses; and <br />WHEREAS, with the adoption of Ordinance Number 2011-012 on November 30, 2011 pursuant to RCW <br />36.70A710, Kittitas County elected to participate in the Voluntary Stewardship Program; and <br />WHEREAS, during the 2015 legislative session the state legislature provided funding for the Voluntary <br />Stewardship Program; and <br />WHEREAS, pursuant to RCW 36.70A.715, when the Conservation Commission makes funds available to a <br />County that has made the election provided in RCW 36.70A.710, the county must within sixty days: <br />a. Acknowledge the receipt of funds; and <br />b. Designate a watershed group; and <br />c. Identify the lead entity to coordinate the watershed group; and <br />WHEREAS, pursuant to RCW 36.70A.715, the watershed group must include broad representation of key <br />stakeholders and, at a minimum, representatives of agricultural and environmental groups and tribes <br />that agree to participate; and <br />WHEREAS, on November 17, 2015 the County acknowledge the receipt of funds through approval of a <br />contract with the Washington State Conservation Commission for the Voluntary Stewardship Program <br />Workplan development; and <br />WHEREAS, with the approval of Resolution 2015-139 on October 20, 2015, the County entered into an <br />interlocal agreement with the Kittitas County Conservation District. The interlocal agreement outlines <br />the work to be completed by the District as the lead entity for the watershed group and the <br />responsibilities of the County during the development of the Voluntary Stewardship Program. <br />NOW, THEREFORE, BE IT RESOLVED AND IT IS HEREBY ORDERED, that the attached Exhibit A formally <br />designate the Kittitas County Conservation District as the lead entity of the VSP watershed group and a <br />watershed group contact list that identifies individuals, agencies, and organizations that will be asked to <br />participate in the watershed group. <br />
