BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br />RESOLUTION NO. <br />NOTICE OF INTENT TO ESTABLISH THE KITTITAS COUNTY FLOOD <br />MITIGATION TASK FORCE <br />WHEREAS: Since 1970 Kittitas County has been declared a federal disaster area eight <br />times because of flooding, four of those events occurring since November <br />26, 1990; and, <br />WHEREAS: the total damages to public and private property from these disasters is in <br />excess of $25,000,000; and, <br />WHEREAS: the flood events of November 1995, February 1996, and January 2009 <br />brought forth leadership in various communities indicating a strong desire <br />that the county deal with the devastating effects of flooding; and, <br />WHEREAS: the Board of Kittitas County Commissioners, as a result of two public <br />meetings held during the month of January 2009 in the communities of Cle <br />Elum and Ellensburg has determined that a regional, comprehensive and <br />integrated approach is required to address the issue on a county -wide <br />basis; <br />NOW, THEREFORE BE IT RESOLVED the Kittitas County Board of County <br />Commissioners hereby states its intent to form the Kittitas County Flood <br />Mitigation Task Force subject to the following terms and conditions: <br />Kittitas County will be the Lead Agency of the Flood Mitigation Task <br />Force. The Task Force will be composed of responsible local, state and <br />federal agencies impacted by flooding and floodplain activities in Kittitas <br />County, including Kittitas County Emergency Management Services. <br />The purpose of the Kittitas County Flood Mitigation Task Force will be to <br />address flood management needs within the county. The activities could <br />include, but are not limited to, flood warning and emergency response, <br />consistency with the principles of the National Flood Insurance Program, <br />implementation of consistent development regulations that recognize the <br />impacts of flooding, basin wide flood planning, support improving river <br />and stream health for public benefit, and the identification, engineering, <br />and construction of long and short-term capital projects to mitigate and/or <br />address flooding problems. <br />Development of a county -wide Status Report on current flood mitigation <br />activities by all agencies with jurisdiction of services within county <br />boundaries. <br />
